the permit-holder now. >> good evening madame chair lady and good evening members of the board. my name is gus and even as you look at, this we have a lot of contradictions that are occur. now we only came across these citations this evening, at least i did and we had basically no time to respond to them. to make matters worse, you have a citation dated on the 3rd of december. you have another here dated the 4th of december. they are diametrically different. this one is talking about the violation. and this one is talking about a correction notice. and there is much difference between them. and the violation or the citation that mr. duffy is aware of is the one that is asking for correction. this is the one that we got from here. we just got this a few minutes ago. while mr. boskvich was talking. the issue is whether or not an installation or addition of a hood requires this notification. yes, the zoning administrator and mind you the zoning administrator has authority to make interpretations on the zoning code, as far back as 1996 has interpreted level 3 notification not to require f

is finally passed. let's go back to item 13. madam clerk, did you call that item? >> clerk calvillo: item 13 was called, mr. president. >> president chiu: okay. supervisor kim. >> supervisor kim: thank'" time, as we worked on amendmen amendments, final amendments to this whole appropriation. i do also want to recognize that young lee or deputy superintendent of budget and policy is here to answer questions from board members as well. i did, just because there's been so many narratives and so many questions around the supplemental and need for supplemental i wanted to go into the framing of where this is coming from. as many of you know california is the 9th largest economy in the world and we educate one out of eight children in the united states. california currently ranks left in teacher to student ratio, we rank last in library to student to student ratio. over the last five years, 2007-08 the district has been cut by 146gjtgç million. this past year alone the state budget cuts were 77 million. for every student, the district should be receiving@gj5é $6697,0 $5204. the district has had
-flops, madam. >> so, is this a question we should be asking the obama administration about syria? >> well, you remember, randi, that president clinton was really angry with me when i was asking that question. the fact of the matter is the question didn't prompt intervention, but there was intervention more than a year later and it stopped the war and the president enacted a peace settlement and the war stopped and peace still endures in bosnia. and i think the issue with syria raises some very important questions. president clinton himself just earlier this year said that the longer it goes without being stopped, the bigger the chance of bad actors getting involved and that is precisely what's happened, randi. that is one more reason that the administration is reluctant to intervene because now it's not just the ordinary rebellion that it started out as with people demanding reform, it is now being joined by all sorts of jihadests and extremists and al qaeda-type affiliates and this is what is really worrying the united states and the region. but this is, if you like a self-fulfilling prophecy
just discussed with madam clerk, it's not debatable duplicating the file but we need to take a vote on amending the duplicated file. so supervisor wiener has suggested that we amend it in the way he suggests for the version that he's proposing as opposed to the version supervisor kim has proposed. correct? >> and the version that supervisor wiener is proposing is just the 1.4 million out of the peever baseline. >> supervisor wiener: so the -- once the file is duplicated then we would change one version of it so it would just be the beever money and the other version would be just the state reserve money so they would be effectively two separate ordinances. >> i would not like to have one file not include both sources. i would like one of the files to include both sources. >> president chiu: supervisor wiener, at this point, you've duplicatedábrjzt the file as prd by supervisor kim in order for us to consider it as you've proposed it you need to offer a motion to amend that we should consider. >> you can't amend my file. you can only amend yours. >> supervisor wiener: i've two motio
wiener. >> supervisor>( x] wiener: thank you madam clerk. today i'm introducing two hearing requests. the first i'm introducing along with supervisor cohen, relates to high speed rail in san francisco. as you know, the the state legislature voted to move forward with some very important high speed rail project. the northern california segment is slated to receive $600 million in proposition 1(a) funding as an early investment. many of us are committed to the ultimate success of high speed rail and caltrain electrification and we therefore would like to hear an update on san francisco's participation in this early investment. we understand that the first step is moving forward on long desired electrification of caltrans but we need to know what that means fora p30 san francisco. we need to know how the city's going to"7 project, along with our partners in7÷[Ñ the peninsula and south bay and regionally. we need to know how we are financing our share of the local match. at this hearing we will discuss next steps
report on this item. >> okay. why don't we actually go to the budget analyst report. >> madam chair, members of the committee, deborah newman from the budget analyst office. as mr. kim has indicated, these funds were placed on reserve last april when sfmta came forward with proposal for issuing revenue bonds. and at that time, recently prior to that, the board of supervisors had approved the large motorola regional agreement that was a 12-year agreement with motorola to do a public safety regional data communication and radio communication system. and at that point, when the mta was coming forward, they raised a number of questions about how the sfmta project fit in with the regional motorola project and other city departments. there was a request to take a look at this and coordinate the efforts. as mr. kim has indicated, coit has looked at this and on october 18th recommended that the budget and finance committee release this reserve. we are therefore recommending approval of the release from the $1.6 million on reserve for the sfmta's radio system replacement project. however, i
and fellow south carolina senator lindsey graham pay him tribute on the senate floor. >> madam president, i met with jim demint this morning. to say i was stunned is an understatement. jim indicated to me that he will be retiring from the senate next year and taking over the presidency of the heritage foundation, one of the great conservative think-tanks here in washington. my reaction for the people of so my reaction for the people of south carolina is -- you have lost a great, strong conservative voice, someone who has championed the conservative cause and represented our state with distinction, sincerity, and a great deal of passion. on a personal level, i've lost my colleague and friend. jim and i've known each other for almost 20 years now and i think we've done a pretty darned good job for south carolina. at times playing the good cop, the bad cop, but always -- always trying to work together. and what differences we've had have been sincere, and that's the word i would use about senator demint. he sincerely believes in his cause. he's a - he sincerely believes in his causes. he's a s
than i'd like to be taken. there have been no constant flip-flops, madam. >> so is this a question that we should be asking the obama administration about syria? >> well, you remember, randi, that president clinton was really angry with me when i was asking that question from sarajevo. the fact of the matter is the question didn't prompt intervention but there was intervention more than a year later and it stopped the war and the president enacted a peace settlement and the war stopped and peace still endures in bosnia. i think the issue of syria raises some very important questions. president clinton himself just earlier this year said that the longer it goes without being stopped, the bigger the chance of bad actors getting involved. that is precisely what's happened, randi. that is one more reason that the administration is reluctant to intervene, because now it's not just the ordinary rebellion that it started out as with people demanding reform. it is now being joined by all sorts of jihadists and extremists. al qaeda type affiliates. and all sorts of other types. and this is
